Abstract A composition and method for arresting angiogenesis, and cell, capillary or membrane leakage comprising a pharmaceutically effective amount of angiostatic steroid and pentosan polysulfate, or a salt thereof, having the formula: ##STR1## wherein X is at least one member selected from the group consisting of H and --SO 3 Y, and Y is at least one member selected from the group consisting of H and a pharmaceutically acceptable cation.
