Abstract
Abstract Delivery systems for topical preparations which are commercially stable. The emulsions are water-in-oil in which the water phase comprises at least 75% of the emulsion by volume. The emulsifier is a nonionic oil soluble straight or branched chain ester or combination thereof composition having at least two hydrogen bonding sites per molecule.
