Abstract RATE CONDUCTIVE FOR PROVIDING BY REACTION DIPOLES HAVING A DESIRED AVERAGE DIMENSION. SUBMICRON DIPOLE PARTICLE ARE PRODUCED BY PROVIDING AT LEAST TWO REACTANT FLUIDS WHICH, WHEN MIXED TOGETHER IN SUBSTANTIALLY STOICHIOMETRIC RELATIONSHIP, FORM A DIPOLE PRECIPITATE BY CONTROLLING SUCH VARIABLES AS FORMATION TIME AND LIMITING THE VOLUME OF THE REACTING LIQUD TO A PREDETERMINED VOLUME. A PREFERRED METHOD RESIDES IN IMPIGNING A JET STREAM OF AT LEAST ONE OF SAID REACTANT FLUIDS AGAINST A JET STREAM OF AT LEAST ONE OTHER OF SAID REACTANT FLUIDS TO EFFECT A MIXING OF SAID FLUIDS IN A RESULTANT STREAM OVER A PREDETERMINED DISTANCE AT A PREDETERMINED FLOW
