Abstract FIELD: communication systems, mobile communication systems. SUBSTANCE: decoder incorporates decision-making circuit that forms decision signal when all values of metrics exceed value determined beforehand. Subtracter subtracts predetermined value from values of metrics in response to decision signal in order to normalize value of metrics. Decision-making circuit incorporates assemblage of storages which record corresponding value of metrics.
