Abstract

Abstract PURPOSE:To offer a coding device with high efficiency by executing a 3-step significant picture decision and reducing the number of picture elements to transmit a predictive residual. CONSTITUTION:A significant block detecting circuit 4 detects a significant block by a signal from a scanning converting circuit 4 and by a previous frame, and the address and the output of an action vector detecting circuit 5 are transmitted. By receiving the address, a significant picture element detecting circuit 6 decides a significant picture element by a present picture element value and an adaptive predictive value from a switch 9, the address is transmitted to a significant picture element detecting circuit 7, and at this time, a second significant picture element detecting circuit 7 is operated. When a significant picture element is detected, a flag to transmit the predictive residual is sent to a coding compressing circuit 20 and a switch 12 is closed. Then, the predictive residual between the present picture element value and the adaptive predictive value is obtained by a difference circuit 8, quantized, and sent to the circuit 20. When it is not the second significant picture element, a flag not to transmit the predictive residual to the circuit 20 is sent. At this time, the switch 12 is opened and the predictive residual is not transmitted.
