Abstract

Abstract PURPOSE:To improve data compression efficiency and to reduce the deterioration of a picture quality of offset sub-sampling picture data and scanning it in a direction where a band is narrowed. CONSTITUTION:A picture input part 11 samples a video signal in a grid shape and outputs it in a frame memory 12. A control part 15 reads picture element data which is sampled in the grid shape from the frame memory 12 as picture data which is offset-subsampled. A DPCM encoder 17 encodes the digital value of a luminance signal Y or a color difference signal from the control part 15 by DPCM by one picture element by one, and transmits them to a line 22 through a network control part(NCU) 21. A low pass filter 19 restricts the space frequency area of picture data in the frame memory 21 before DPCM encoding is executed.
