A server for integrating an unlicensed wireless communication system and a licensed wireless communication system, comprising: a network interface card; a licensed wireless network interface card; a processor connected to said network interface card and said licensed wireless network interface card; and a memory connected to said processor, said memory storing instructions to identify when a subscriber device is entering or leaving a service region of a selected unlicensed wireless communication base station, and instructions to transfer the routing of a current communication session between a licensed wireless communication system and said selected unlicensed wireless communication base station.
