A process according to claim 6 wherein a mixture of ceria and alumina is applied to a ceramic or metal substrate followed by drying and calcining, and then vanadium is applied as a slurry or solution of a vanadium compound over a ceria-alumina coating on the substrate, after which the resulting composite is dried and calcined to form vanadium oxide in situ.
