A composition in liquid or semi-liquid form adapted to topical application to animal tissue comprising: (1) from about 0.025% to about 2.5% by weight of a steroid; (2) from about 0.1% to about 1.0% by weight of a sugar ester selected from the group consisting of sucrose monoctanoate, sucrose monodecanoate, sucrose monolaurate, sucrose monomyristate, sucrose monopalmitate, sucrose monostearate, sucrose monooleate, and sucrose dioleate; and (3) from about 0.1% to about 10.0% by weight of a sulfoxide compound selected from the group consisting of octyl methyl sulfoxide, nonyl methyl sulfoxide, decyl methyl sulfoxide, undecyl methyl sulfoxide, dodecyl methyl sulfoxide, 2-hydroxydecyl methyl sulfoxide, 2-hydroxyundecyl methyl sulfoxide, and 2-hydroxydodecyl methyl sulfoxide.
