A hair bleaching composition comprising: (1) from about 0.1 to about 20% by weight of an arginine compound selected from the group consisting of arginine, arginine carbonate, arginine chloride, and arginine phosphate; (2) from about 1 to about 10% by weight of a water-soluble peroxide compound; and (3) from about 1 to about 10% by weight of a water-soluble hair bleaching accelerator selected from the group consisting of ammonium peroxydisulfate, alkali metal peroxydisulfate, ammonium peroxydiphosphate, alkali metal peroxydiphosphate, and mixtures thereof, said composition having a pH of from about 8 to about 11 in aqueous solution.
