Abstract

Abstract Apparatus for discharging or eliminating static electricity from a moving web, which is energized by the moving web. An insulating body carries a floating conductive plate, preferably annular, having an exposed surface, and a grounded conductive point having its tip capacitively spaced from the surface of the floating conductive plate. A method for reducing or eliminating static electricity from a moving web comprising establishing a floating conductive plate in capacitive relationship with the moving web, and establishing a grounded conductive point in capacitive relationship with the floating conductive plate.
