WHEN ERECTED, THE SIGN IS RESISTANT TO BEING TIPPED OVER BY HIGH WIND CONDITIONS WHILE BEING ADAPTED TO BE SWUNG DOWN INTO ENGAGEMENT WITH THE GROUND WITHOUT SUBSTANTIALLY INJURY THERETO IN THE EVENT THAT THE SIGN IS HIT AND RUN OVER BY A VEHICLE.
