Abstract
Abstract An apparatus for electrostatically charging fibrous material being forwarded in a linear path that includes an ion gun and an opposed grounded target electrode positioned on opposite sides of the path. The electrode has a surface facing the ion gun that is covered by a dielectric material having a resistance measured at about 65* C. of between about 1 X 106 and 1010 ohms. Covering materials with resistances in this range minimize the disruptive effect on continuity of operation of polymer buildup on the target electrode.
