CONSTITUTION: A wax pellet 9 pulls up a holding rod 16 held to a diaphragm 7a only by the first set quantity n when a detecting the temperature of the open air not more than a set point, when using a car heater, and a valve spindle rod 15 of a throttle valve 3 of a carbureter is contact stopped in the closing direction of the throttle valve 3 of the carbureter by means of a holding nose 16a, thus maintaining the throttel valve 3 so that the throttle valve 3 of the carbureter not be closed not more than the first set opening Q 1 larger than idle opening Q 0 . When employing a car cooler, the second detector 13 detects the temperature of the open air not more than the set point, and the diaphragm 7a is held under a condition that deflects the diaphragm 7a only by second set quantity m larger than the first set quantity n.
