Abstract

Abstract PURPOSE: To produce steel described in the title at a low by rolling of steel of specific composition contg. C, Si, Mn at a temp. not lower than Ar 3 of ϒ region, and not higher than a specific temp, and at a reduction not lower than a specific reduction, then by transforming and rolling at a specific total reduction during specific transformation, and by air cooling the steel.
