Abstract

Abstract PURPOSE:To attain correspondence to the fluctuation of a peak value through the use of a low speed fixed rate transmission line by smoothing and averaging information which largely fluctuates in terms of time with setting a transmission capacity in a time range from an information generated time to a prescribed delay time as a buffer and transmitting it by means of a specified rate. CONSTITUTION:Input signals which are hourly and continuously generated, such as sound and a moving picture are inputted to an information source encoding part 1, and are converted into encoding information by the encoding processing of prediction encoding, whereby they are sequentially accumulated in a temporary accumulation memory 2 for a prescribed time. Next, a prescribed rate transmission/prior posterior transfer order control part 3 sequentially transfers information generated in the information source encoding part in accordance with a generated order through a prescribed rate line 4 by the prescribed rate. Transmitted information are accumulated in the temporary accumulation memory 5 on a reception side, and the order which has been exchanged at the time of transfer is rearranged in the originally generated order of encoding information in a reception information order control part 6.
