Abstract
Abstract Orthogonal conversion encoding is effected for every block obtd by dividing a screen of input image signals. The conversion coefficient output from the variable length conversion encoder is controlled (14) for every block. The variable-length encoder (12) converts the conversion coefficient output from the encode controller into a variable-length encoded word for every block, and a buffer memory (13) that temporarily stores the variable-length encoder for every block. @(54pp Dwg.No.3/23)@.
