Two adjacent input/output cells (21a, 21b; 21c, 21d) are paired with each other. The output circuit regions (24a, 24b; 24c, 24d) of the pair of the input/output cells are arranged in the vicinity of a boundary (L₁; L₂) of the pair. The input wiring regions (25a, 25b; 25c, 25d) of the pair are arranged in the vicinity of boundaries with respect to other pairs.
