Method claim in Claim 1 wherein the hydroxylated polymer is an hydrolyzed vinyl chloride/vinyl acetate or a vinyl chloride/vinyl acetate/hydroxyalkyl acrylate terpolymer or a thermoplastic poly- hydroxyethe- derived from bisphenol A and epichlorohydrin or an hydroxyalkyl acrylic or methacrylic acid polymer having 2 to 4 carbons in the alkyl group or a polyester polyol polymer derived from organic carboxylic acids and polyhydric alcohols.
